The Prevention Contract

To support companies with fewer than 200 employees in setting up prevention plans, the Caisse d'assurance retraite et de santé au travail (CARSAT), in coordination with Occupational Risk Health Insurance, has introduced the prevention contract. This contract complements the TPE Prevention Grant.

If your industry has signed a National Objectives Agreement (CNO), you can then set up the prevention contract to subsidize your improvement projects related to quality of working life and occupational health and safety.

What is a prevention contract?

In connection with the National Objectives Agreement, you can set up a prevention contract with the Carsat, Cramif, or CGSS. Indeed, this contract defines:

  • the commitment objectives related to internal risk prevention;
  • the financial support made available by your fund.

What is the National Objectives Agreement?

It is a 4-year agreement between Health Insurance and one or more professional organizations. Indeed, for your industry, it defines the key prevention objectives to be pursued.

How do you set up the prevention contract?

It's very simple. Indeed, there are 4 steps to follow in order to set up the funded prevention contract (see image below):

  1. Based on the diagnosis and recommendations made under your National Objectives Agreement (CNO), you set up this contract. It must specify:
    • First, the current situation prior to implementation of the contract for the risks faced by the company;
    • Then, the program of prevention actions, including a detailed breakdown of investments with the regional fund's contribution, as well as implementation timelines;
    • Next, the final risk situation (after the actions have been implemented);
    • Finally, the methods for checking the results of the actions implemented, based on tracked indicators, and for disbursing the financial advances
  2. You will then need to consult your CHSCT/CSE committee or the staff representatives.
  3. Next, you must **inform the DREETS and the occupational risks department** of the National Health Insurance Fund.
  4. Finally, the signing of the contract will take place with your regional fund.
Wait for the contract to be signed before starting actions

Investments and prevention actions should only begin once the prevention contract has actually been signed with your regional fund. Actions undertaken beforehand risk not being eligible for the fund's financial support.

What are the objectives of the prevention contract?

Indeed, as its definition so aptly explains, prevention encompasses all measures taken to prevent the occurrence, worsening, or spread of a danger, risk, or accident […]. Thus, the more prevention actions are implemented, the more employees and employers can thrive together in their daily work. Hence the creation of grants available to smaller companies, so that the subject of occupational health and safety is not neglected.
